They came to kill that person,” Mr. Connors said. “But when they got here, they killed what they found.” The three suspects also are believed to have been involved in the gang rape of a 17-year-old St. Joseph girl shortly after the time frame of the killings.   Last year, Hmong immigrant Chai Soua Vang shot eight white people in Wisconsin killing six of them and seriously wounding two. From the time of his arrest, Vang has maintained his actions were in self-defense. According to Vang, the eight victims surrounded him and called him racially offensive names. So Vang killed all of them.

  France announced financial incentives Thursday for parents to have a third child, hoping to boost its fertility rate. France's fertility rate, at an average of 1.9 children per woman, is the second highest in Europe after Ireland's, around 2. But it is still below the 2.07 level needed to prevent population decline. The European Union average is around 1.5, dropping to less than 1.3 in some countries, including Greece, Spain, Italy and the new EU member nations in Eastern Europe where fertility rates dropped precipitously after the collapse of communism. "He goes, 'You guys took my family, so I'm going to take yours,'" Charles Caudill said.  "I'm mad. Warren County did absolutely nothing about it," Katie's father said. "They had him and let him go. They should have held him knowing he had threatened my daughter and her sister. They should have had a cop or something patrolling there, but they didn't."  Katie's grandmother said Katie had confronted Keeling, her next-door neighbor, about allegedly molesting his stepdaughter, who was Katie's best friend.
